Background
The $1.147 billion Moreton Bay Rail Link project is expected to deliver a 12.6 km dual-track passenger rail line between Petrie and Kippa-Ring, stimulating economic growth and creating opportunities within the Moreton Bay region. Six new rail stations at Kallangur, Murrumba Downs, Mango Hill, Kinsellas Road, Rothwell and Kippa-Ring are also planned for construction.
In December 2010, funding for the project was pledged by the following agencies:
- Australian Government ($742 million)
- Queensland Government ($300 million plus land)
- Moreton Bay Regional Council ($105 million)
The Challenge
To ensure the project could proceed to the Readiness for Market phase, the funding partners required the project team to demonstrate that significant environmental, technical and economic risks had been addressed at the Preliminary Evaluation Stage.
The Programme Consulting Solution
Programme Consulting was engaged by the Queensland Government as part of a Gateway Review team to provide an independent report on the status of the project at the Preliminary Evaluation Stage, and to provide recommendations to help maximise the likelihood of project success. Programme Consulting provided expert rail, programme management and risk management input into the review.
The independent review process identified many areas critical to achieving both the wider benefits and specific objectives of the project.
The Outcome
The Gateway Review process provided clear recommendations for the project team, stakeholders and funders, maximising the opportunity to successfully deliver the Moreton Bay Rail Link.
